Project Profile: Long Island Fuel Farm
On behalf of our client, the senior engineers and scientists of St.Germain Collins successfully managed the investigation, removal, on-site processing (asphalt batching) and reuse of 3,100 cu. yds. of No. 6 oil contaminated soils. The site was a former 177-acre petroleum fuel farm with multiple tank and fuel handling locations located on Long Island, Maine in Casco Bay. In summary, the project included:

Maine DEP’s Voluntary Response Action Program
The closure was one of the first large projects coordinated through the Maine DEP Voluntary Response Action Program. It included the removal, cleaning and abandonment of many large underground concrete oil storage tanks, facilities decommissioning (including asbestos removal and razing of buildings), oil/water separator maintenance and monitoring.
Landfill Closure
The project also included obtaining regulatory approval and management of the closure of the island landfill using recycled contaminated soils as capping material.
Project Management & Stakeholder Involvement
St.Germain Collins coordinated the activities at the site and facilitated many interactions and meetings with the responsible entities, including the US Army Corps of Engineers, the site owner (our client), the former site owner, regulators (local, state and federal), local officials and a local citizens group to address often conflicting project needs.
