Since 2005, Downeast Energy of Brunswick, Maine has been working closely with St.Germain Collins engineering and environmental business services at fourteen bulk oil storage facilities in Maine and New Hampshire.
Spill Prevention and Control
St.Germain Collins has prepared and updated Spill Prevention, Control & Countermeasure (SPCC) plans and a Facility Response Plan (FRP) for Downeast’s bulk storage facilities. When EPA conducted SPCC enforcement inspections at Downeast’s facilities, St.Germain Collins was there to represent our client, resolve technical interpretations with EPA, and assist Downeast with prioritizing resources to improve SPCC compliance at the petroleum storage facilities. St.Germain Collins also assists Downeast in regular mock spill drills and SPCC training to ensure Downeast’s personnel are always ready to respond to emergencies.
Storm Water Pollution Prevention & Maintenance
St.Germain Collins assists Downeast in it’s commitment to minimizing its operational footprint on the environment by preparing and updating Storm Water Pollution Prevention Plans (SWPPPs) for its facilities. In addition, St.Germain Collins ensures compliance with the SWPPPs with the following services:

Facility Engineering and Site Development
Downeast has been proactive in upgrading various facilities and improving storm water management. St.Germain Collins has provided engineering and construction oversight at facilities in Kennebunk, Biddeford, Windham, Mt. Vernon, Springvale and Waterville, Maine.
Compliance Tracking
St.Germain Collins has prepared and maintains an environmental compliance calendar that provides Downeast a list of inspection, reporting, sampling and training tasks required at each site for every month of the year.
Investigation and Remediation
We have also provided Downeast with investigation and remediation services, including soil and groundwater sampling, analytical testing, and coordination and oversight of soil remediation projects.
