Project Profile: Dayton Arena, Bowdoin College
As Bowdoin College completed construction on its new, LEED-certified Watson Ice Arena, the College turned to St.Germain Collins to help close out long-used Dayton Arena and convert it to a parking lot to reduce parking congestion on campus.
Phase II Environmental Site Assessment
Given the arena’s location above a sand and gravel aquifer, Bowdoin wanted to investigate the site to ensure that there were no existing or potential impacts to groundwater from rink operations. As chromate-based corrosion inhibitors had been used previously in cooling pipes beneath the ice surface, St.Germain Collins investigated the rink concrete, soil and groundwater for chromium impacts; none were discovered above background levels.
PCB Remediation
As part of the Phase II Environmental Site Assessment, low levels of polychlorinated biphenyls (PCBs) were discovered in the vicinity of an electrical transformer. Although the levels were below clean-up standards required by EPA and Maine DEP, St.Germain Collins coordinated soil removal and confirmation sampling to assist Bowdoin in proactively cleaning up beyond what was required by the regulatory agencies.
Demolition and Hazardous Waste Closure
St.Germain Collins provided oversight during rink demolition to ensure environmental protection during the project. Following demolition, St.Germain Collins prepared and submitted final investigation and remediation reports to the Maine DEP and certified the RCRA hazardous waste closure of the former rink site.
Civil Engineering Design & Permitting
St.Germain Collins worked with campus facilities personnel to develop a parking lot to replace the rink structure. St.Germain Collins engineered the lot to fit the former building footprint, and designed an under-drained filter bed to collect and treat storm water prior to discharge to the environment. St.Germain Collins prepared plans and application materials to amend the College’s Maine DEP Site Location of Development permit.
Construction Oversight
St.Germain Collins oversaw parking lot construction activities, ensuring the contractor’s work met construction specifications, and giving Bowdoin’s project manager piece of mind that the project was completed as designed.
