Project Profile: City of Bangor, Maine

After being subject to a compliance inspection and enforcement action by the U.S. Environmental Protection Agency (EPA), the City of Bangor chose the experience of St.Germain Collins to help ensure regulatory environmental compliance at municipal facilities.

St.Germain Collins’ senior scientists and engineers were able to assist Bangor across a wide range of environmental needs, from auditing and training to spill response and hydrogeologic investigations. Working closely with municipal officials, St.Germain Collins identified ways to improve and go beyond environmental compliance in Bangor’s operations, resulting in minimized regulatory enforcement actions and stronger environmental programs for the City.

EPA Inspection & Enforcement Action

EPA issued citations for alleged violations under the Resource Conservation and Recovery Act (RCRA) and Clean Water Act (CWA). The City and St.Germain Collins conducted a thorough review of the City’s compliance with hazardous waste and storm water regulations and developed an aggressive schedule for improving compliance at municipal facilities.

Hazardous Waste Training & Compliance

St.Germain Collins conducted compliance inspections at Bangor hazardous waste generator facilities, determined generator status of sites, performed hazardous waste determinations on routine waste streams, and developed hazardous waste management, training and contingency plans. St.Germain Collins trained municipal employees in the identification and proper management of hazardous wastes and the proper shipping of hazardous materials.

Consent Agreement Negotiation

Given the legal complexity in negotiating consent agreements with the EPA, St.Germain Collins teamed with experienced environmental lawyers from the firm of PretiFlaherty. Together, the team negotiated with EPA to ensure a decision that was fair for the City and protective of the environment. In addition, the team worked with the City to develop a Supplemental Environmental Project (SEP) converting the city’s diesel vehicles to burning cleaner biodiesel.

Multi-Phase Petroleum Investigation

Bangor’s Tank Farm provides bulk storage of jet fuel for operations at the City-owned Bangor International Airport currently and previously as part of the Dow Air Force Base. Working with the City, EPA RCRA Corrective Actions unit and the Maine DEP, St.Germain Collins conducted a multi-phased hydrogeologic investigation of the Tank Farm and associated fuel pipeline to determine the environmental impact, if any, of historical spills. Using data from subsurface soil, water and soil vapor analysis, well gauging and fuel fingerprinting, our scientists and certified geologists evaluated the spatial distribution and potential impact of subsurface petroleum at the site.
