Project Profile: Alliance Energy Corp.

Alliance Energy Corp. relies on St.Germain Collins to look after its interests on more than 40 gas stations in Maine and New Hampshire. Our environmental scientists and professional engineers apply their expertise at the sites so Alliance can focus on the business of selling gasoline and convenience products.

Due Diligence

When Alliance purchased 32 stations from Downeast Energy and later eight stations from Exxon-Mobil, they turned to St.Germain Collins to provide the necessary technical information for their due diligence process. St.Germain Collins conducted Phase 1 and Phase 2 Environmental Site Assessments and evaluated the environmental risks associated with the purchase of the sites.

Regulatory Compliance Program

St.Germain Collins developed and instituted a regulatory environmental compliance inspection program for Alliance’s stations to seek out and correct potential deficiencies. By utilizing a compliance database program, St.Germain Collins is able to track applicable requirements of regulatory programs, including:

  • Underground storage tanks (UST)
  • Aboveground storage tanks (AST)
  • Spill Prevention, Control and Countermeasures Plans (SPCC)
  • Tier II - Chemical Inventory Reporting
  • State and local fire codes
  • Hazardous waste
  • Storm water management
  • And other requirements

Spill Response

Alliance and St.Germain Collins combine efforts to ensure that the sites are in compliance to minimize the potential for spills and leaks to the greatest extent practical. When problems occur, St.Germain Collins is on-call 24 hours a day to oversee the clean-up and reporting of petroleum releases.

Investigation and Remediation

St.Germain Collins also provides Alliance with environmental investigation and remediation services to perform UST closure assessments, identify contamination, define the extent and develop an effective remediation program to mitigate any potential impacts to sensitive receptors in the environment.

Voluntary Response Action Program (VRAP)

Whenever possible, St.Germain Collins has sought liability protection for Alliance sites from the Maine Department of Environmental Protection (MEDEP) through the Voluntary Response Action Program. The VRAP is a great asset for Maine and the environment as it promotes the voluntary cleanup of sites and provides protection from further MEDEP action in return.

Site Design

St.Germain Collins has redesigned multiple service station and convenience stores, allowing for expanded retail use, better traffic circulation and the addition of co-branded services and drive-through windows.
