Scott Collins is Principal, Vice President and Senior Engineer at St.Germain Collins, and is responsible for the management of projects and assistance with company operations. Mr. Collins has worked as an environmental engineer and consultant in the United States and Canada since 1988. His expertise includes solid waste compliance, operations and licensing, environmental assessments and remediation, petroleum facility engineering and compliance, and Brownfields site development.

Prior to joining St.Germain Collins in 1995, Mr. Collins was employed by Jacques Whitford as a project manager in Ontario and started and managed the Portland, Maine office for Jacques Whitford in 1992.

REPRESENTATIVE PROJECT EXPERIENCE

Great Hill Reclamation Project, Elliot, ME
Permitting and civil engineering for large gravel pit reclamation project beneficially utilizing inert fill materials.

Long Island Fuel Farm, Long Island, ME
Investigation, removal, on-site processing (asphalt batching) and reuse of 3,000 cu. yds. of No. 6 oil contaminated soils from multiple tank and fuel handling locations. Landfill closure and site closure coordinated through the Maine DEP Voluntary Response Action Program (VRAP) of a former 177-acre petroleum fuel farm.

Maine Oil Dealer, Various Locations, ME
Prepared Oil Spill Prevention, Control & Countermeasures Plans for 10 bulk oil storage locations. Ongoing compliance, including facility inspections, training, permit modifications and facility improvements.

Monticello Oil Spill, Monticello, ME
Designed and installed a system, in cooperation with the Maine DEP, to recover free phase petroleum product and treat groundwater at a kerosene spill site. To date, over 600-gallons of free product has been removed from the ground. St.Germain has been continually monitoring the performance of the treatment system and potential migration of the kerosene plume.

Plan-It Recycling & Transfer, Gorham, ME
Civil/site design & engineering for a solid & universal waste transfer facility, including storm water management and wetlands mitigation. Obtained MEDEP solid waste permit and local approval for site. Ongoing compliance and permit modifications.

Rooftop Recycling, Boxborough, MA Civil/site design & engineering for an asphalt roofing shingle recycling facility. Obtained Mass. DEP recycling permit and local approval for operation. Ongoing compliance and facility expansion consulting.
